Dear Chief Justice Anderson:

Enclosed is a copy of my complaint to Lawyers Professional Responsibility Board dated March 12, 2007, together with my follow-up letters of September 9-16-20-30. On April 10, 2007, I received a response from Lawyers PR stating that they would not investigate my complaint. This decision was upheld on appeal on April 24, 2007. On May 1, 2007, I sent you a request to review their decision because I believe the Supreme Court has oversight responsibilities for Lawyers Professional Responsibility. On May 9, 2007, you informed me that you would not consider my appeal.

I am just an ignorant layman so please bear with me a moment. I believe every lawyer has an ethical duty to act with due diligence in the best interest of his client to conclude lawfully his client’s business as expeditiously as possible. When Dakota County Attorney James C. Backstrom attempted to enforce his 1985 judgment in a Massachusetts court of law in 1989-90, five Massachusetts judges serially refused to enforce it and dismissed my case in its entirety without protest or appeal by DCA Backstrom. He then refused to enforce his own judgment in a Minnesota court of law for the following fifteen years, contrary to the best interest of his client. He then used the same judgment that five Massachusetts judges refused to enforce and he refused to enforce in a Minnesota court of law to garnish my social security benefit. Because of the absurd interest charged on the alleged past-due child support accrued while DCA Backstrom refused to enforce his own judgment, only about $150 of the garnished social security benefit were actually paid to his client each month so it will take about thirty years to retire the debt. In September at the request of his client, he waived the interest without my knowledge, request, or consent to shorten the thirty-year garnishment. Accordingly, I returned to SSA and suspended my benefits indefinitely effective immediately. If I return to SSA tomorrow and resume my benefit tomorrow, his client will be back to her thirty-year garnishment as the interest is re-imposed on the garnished benefits. This can be repeated as often as necessary. Even for an ignorant layman, it is incomprehensible why DCA Backstrom would think it is in the best interest of his client to take thirty years to steal on the installment what he could steal immediately and in full in a Minnesota court of law by simply initiating a bench warrant for my arrest and extradition to Minnesota. It is a terrible thing when a deadbeat dad cannot get himself arrested to enforce a Minnesota judgment in a Minnesota court of law. One might even suggest that there is probable cause to believe that the judgment is not valid and lawfully enforceable in a court of law. It is obviously not in the best interest of his client.

It will remain for the Minnesota legislature to determine if the oversight of the legal system in Minnesota is adequate, and to define a procedure for filing criminal complaints against corrupt county attorneys who use the courts as their medium of grand theft by fraud. In the meantime, is Lawyers Professional Responsibility adequately investigating complaints against unethical lawyers who do not act in the best interest of their clients, and is the Supreme Court adequately overseeing Lawyers Professional Responsibility to ensure that they are fulfilling their charter? Considering the fact that this is a 1975 divorce and it has another thirty years to go, I suspect county attorneys in Minnesota are expected to enforce their own judgments in something less than half a century. Instead of seeking to avoid my responsibilities, I simply ask that DCA Backstrom initiate a bench warrant for my arrest and extradition to Minnesota for immediate and full enforcement of his judgment in a Minnesota court of law in compliance with his ethical duties to his client to conclude lawfully her business as expediently as possible. Is it customary in Minnesota for alleged debtors to have to chase their creditors? Thank you.

Governor Pawlenty, if DCA Backstrom refuses to initiate a warrant for my arrest and extradition to Minnesota to enforce his judgment, I again ask you to refer this ongoing crime to the FBI or the BCA for investigation. It is a terrible thing when a deadbeat dad cannot get himself arrested to enforce a Minnesota judgment in a Minnesota court of law. Thank you.

Governor Patrick, Massachusetts Attorney General Martha Coakley is currently engaged in a campaign to arrest the commonwealth's top ten deadbeat dads. Minnesota claims that I owe $60,000 in past-due child support but I cannot get the attorney general to arrest me, enforce Minnesota's judgment, or even inform Minnesota that she has a deadbeat dad in her jurisdiction. In truth she has spent her professional career as Middlesex district attorney and Massachusetts attorney general covering up this ongoing crime. How else could it even exist for the past seventeen years? I urge you to join Minnesota Governor Pawlenty in referring this ongoing crime of grand theft by fraud of my social security benefit to the FBI for criminal investigation. There is no statute of limitations for fraud and this fraud is on a time continuum. All of the principals are co-conspirators to the crime and all co-conspirators are guilty of the whole of the crime. If there is no crime then I am one of your top ten deadbeat dads and I urge you to contact Governor Pawlenty and arrange for my immediate arrest and extradition to Minnesota to demonstrate that no man is above the law and there is equal justice under law in Massachusetts. Thank you.
